The Bedford City Council held three public hearings, heard a pool update and made appointments to the Water Works Board of Trustees and the Airport Board at their regular monthly meeting on May 13.

The public hearing on the authorization of a loan agreement and the issuance of not to exceed $800,000 general obligation capital loan notes (downtown streetscape) was opened. No one was present with comments or questions, and no written comments were received. The public hearing was closed and the council approved Resolution 2026-23 instituting proceedings to take additional action for the issuance of not to exceed $800,000 general obligation capital loan notes.

Public hearing on the submission of a CDBG application for streetscape project was opened. Mayor Hardee read some statements out loud with information such as, the object of the streetscape project is to provide a safe pedestrian area in the downtown Main Street area. This addresses the high step up onto the sidewalk and poor lighting. The City of Bedford will pay for this project with CDBG funds, community donations and a general obligation bond. To date there has been $40,500 in community donations to be used for the lighting portion. The area in the project is from the intersection of Court and Main Streets east to the intersection of Dodge and Main Streets. The proposed project will not result in the displacement or relocation of any people or businesses. No one was present with comments or questions, and no written comments were submitted. The public hearing was closed and the council approved Resolution 2026-24 committing matching funds for CDBG streetscape project and Resolution 2026-25 endorsing and authorizing submission of CDBG streetscape application.

                A public hearing on the submission of a CDBG application for Bedford Housing Rehabilitation-roofing project was opened and Mayor Hardee read information such as, the project will take place within the City of Bedford for six homes with families who meet the low to moderate income guidelines to replace/repair roofs. The project will be funded with CDBG funds which will cover the entire project
