An Iowa City man was charged with his second OWI after police noted one of his tires was smoking.

The incident occurred on Highway 382 NE near Solon. According to the arrest report, 31-year-old Hunter Allee of Camden Road was operating the vehicle with the smoking tire that eventually blew out and caused him to strike another vehicle. Allee allegedly continued on for about a mile, swerving over the center line several times before eventually stopping in the Twin View Heights neighborhood.

Upon contact, an open container of alcohol was allegedly observed in the center console, along with several boxes containing alcohol in the passenger area.

Allee allegedly had several signs of intoxication, including bloodshot watery eyes, slurred speech and unsteady balance. He was reportedly asked if he had been drinking, but Allee ignored the officer and began using his phone. He was placed under arrest for failure to identify himself, and allegedly resisted arrest to the point that he had to be pepper-sprayed. He ran from officers, who then apprehended him.

A check of Allee’s driving record showed his status as revoked and that he was required to have an ignition interlock device. He refused PBT and field sobriety tests, but eventually consented to a blood draw.

Allee was charged with OWI second offense and Interference with Official Acts. He was also cited for having an open container of alcohol and driving while revoked. If convicted on the criminal charges, Allee could be sentenced to over two years in jail.
