
A Davenport man was in custody Saturday after police say he created counterfeit checks, then cashed them for more than $7,000, Scott County arrest affidavits say.
Todd Blevins faces three felony charges of forgery and another felony charge of second-degree theft, according to Scott County Court documents.
On April 3, 2025, Davenport Police say Blevins cashed three forged checks at three different Time Bank branches in Davenport and Bettendorf.
- Check #1146 was cashed at 100 E. Kimberly Road, Davenport ,for $2,294.08
- Check # 1148 was cashed at 1454 W. .Locust St., Davenport for $2,295.08
- -Check # 1151 was cashed at 2550 Middle Road. Bettendorf for $2,995.08
The total amount of cash from the forged checks was $7,584.24, affidavits show.
The victim said they had issued check #1146, which was not received, to the City of Davenport, for the total of $58.42. The victim advised they did not issue checks #1148 and #1151 and still have the blank checks in their possession, affidavits say.
According to affidavits, Blevins “recreated checks similar to the actual checks used by the victim, including similar style and check number printing. (He) printed his name and address on the forged check, and presented identification when the checks were cashed.”
Blevins was positively identified from video surveillance from the transactions, affidavits show. He was arrested on a warrant, and was being held Saturday on a $5,000 bond in Scott County Jail.
