A 29-year-old Davenport man who is a former mayoral candidate faces a sexual assault charge, according to Scott County Court arrest affidavits.
A warrant was served Tuesday for the arrest of Brandon Westmoreland in connection with an incident Oct. 30, 2024, Scott County Court records show.
He faces a felony charge of third-degree sexual abuse, according to Scott County arrest affidavits, which say he sexually assaulted a woman “when she was in an altered mental status and severely intoxicated, making her unable to consent to to this act. The victim has no memory of this assault but upon gaining consciousness” became aware of the incident, affidavits say.
Westmoreland’s DNA “was located during the collection of a sexual assault kit after this incident,” say affidavits, which show “Two witnesses place (him) in the victim’s home at the time of this incident, which is where the victim awoke after being sexually assaulted.”
Scott County Court records say Westmoreland, who has been released on bond, waived a preliminary hearing. He is scheduled for arraignment Aug. 14 in Scott County Court.
