Zoey A. Moon, 24, of Creston, was cited 10:29 p.m. Aug. 1, on the charge of animal at large.
According to a Creston Police report, at approximately 10:07 p.m. two aggressive dogs were reported loose on Myrtle Street.
The reporting party said two dogs ran up to them as they were trying to get their children out of their vehicle and began barking. Someone else in the area heard the dogs and went to the front door of their home, the dogs then ran at them barking.
The dogs did not have any leashes or tie downs. Moon, identified as the dogs owner, told officers she thought her back gate was left unlatched which allowed the dogs to push through it and get out.
Moon was cited and released at the scene on a summons to appear.
