A 48 year old Urbandale woman was sentenced in Newton yesterday on three different cases covering 3 years. Angela Dawn Carmell pleaded guilty to 2 counts of Dependent Adult Abuse/Exploitation, one count of Unauthorized Use of a Credit Card, and one count of 4th Degree Theft. She was given two suspended 1 year prison terms, a year of probation, two 430-dollar fines, and a 1-thousand 18-dollar restitution payment for the Dependent Adult Abuse/Exploitation Offenses. Carmell was the House Manager at Progress Industries’ West Home. An investigation by the Iowa Department of Inspections and Appeals back in July, looked into separate shopping trips Carmell took to Target with three different residents of that Progress Industries home. Two of those clients were women. Carmell allegedly purchased hundreds of dollars worth of clothing and household items for these clients that were billed to them, and kept them for herself. The Department of Inspections and Appeals report states none of the items were found inside the home. In addition…it says the residents and other Progress Industries staff in the home said they never saw the items…which totaled 1-thousand 219-dollars. The shopping trips were on 7 different days in August 2020, February 2021, October 2021, January 2022, and September 2022. Then in April of last year, Carmell was charged with unauthorized use of a Progress Industries Credit Card. Newton Police said she set up a personal Hy-Vee Aisles online account with the Progress Industries card, and made three purchases with it..totaling 279-dollars. The purchases were made on February 7th, February 22nd, and March 12th. According to the police, neither Progress Industries or the person responsible for the credit card gave Carmell permission to use it. Her sentence for this offense includes a year of probation and an 855-dollar civil penalty. Any restitution Carmell has to pay in this case is scheduled to be determined during a May 21st restitution hearing. Also in early April last year, the Urbandale woman was arrested for stealing over 400-dollars in food and alcohol from the Newton Hy-Vee. The police report says the thefts occurred at self check-outs 12 separate times over two months. A store manager found several missing bottles of alcohol from the store’s inventory. After reviewing transactions and security video, the manager allegedly found 12 incidents where Carmell would self scan a bottle of alcohol and set it aside, until a Hy-Vee customer service employee would scan their card approving the age of the customer. The police report says Carmell would then cover the code on other items and act as though she was scanning them. Total loss to the store for the 12 incidents is put at 469-dollars. District Associate Judge Steven Holwerda gave Carmell a 430-dollar civil penalty and a year of probation in this case, with a restitution payment to be determined.
