A West Des Moines woman arrested in connection with a one year old Newton child’s injuries and positive drug test has pleaded guilty to two counts of Neglect of a Dependent Person. Court records show 24 year old Emily Rae Plate is to be sentenced June 17th. Until then…she is free on a 1-thousand dollar bond. Plate was arrested in March of last year, following an investigation into activities in a home in the 400-block of South 4th Avenue West. Newton Police say a one year old girl sustained tibia and fibula bone fractures. It was then discovered the child, who was seen by a child abuse specialist, had 3 additional fractures of her leg in various stages of healing. She also allegedly tested positive for THC and Cocaine. The criminal complaint states Plate, 29 year old Taylor Moore…the child’s biological father, and the babysitter…28 year old Nyckolle Bisom…all used illegal drugs while young children were in the home. Bisom’s son also tested positive for cocaine. Court records show she faces 4 counts of Neglect and is free on a 25-thousand dollar bond. A jury trial in her case is scheduled for May 29th. Moore  is also free on a 25-thousand dollar bond. He’s charged with 5 Neglect Counts,  and has a plea hearing set for this coming Monday April 29th.
